State Has Until May 20 to File Appeal to Annexation Suit

The midnight amendment to the state’s 2017 budget bill unconstitutionally singled out Bloomington’s annexation plans, according to Thursday’s preliminary ruling by Monroe County Judge Frank Nardi.
