Bloomington City Council

At its September 13th meeting, the Bloomington City Council heard an ordinance that would ban public right-of-way obstructions. City Clerk Nicole Bolden presented the ordinance.

City Attorney Mike Rouker explained some background and context behind the drafting of the ordinance, saying he believes this to be an issue of accessibility.

Council Member Jim Sims asked whether the ordinance would include electric scooters in determining an obstruction of the public right-of-way. Rouker responded.

Vice President of the Council Isabel Piedmont-Smith questioned the impetus behind the ordinance, asking how often the sidewalk has been obstructed in the last year. Rouker addressed Piedmont-Smith’s inquiry.

During public comment, one local resident said he believes the legislation would negatively impact vulnerable populations in the community.

Downtown Inc.’s Talisha Coppock said she supports the ordinance saying she believes it would allow for greater accessibility in the downtown area.

Concerned resident Tim Dwyer urged the council to vote ‘no’ on the ordinance saying that he believes the legislation would vilify people who are unhoused.

The ordinance failed by a 2-5-1 vote. The Bloomington City Council will meet again on September 20th.
