Bloomington Council Proposing Scooter Regulations

The Bloomington Common Council may heavily amend an ordinance regulating motorized scooter use, proposed by the city’s administration.

The proposed ordinance not only regulates scooter operations, it sets fees and data reporting requirements. In its initial form, the proposed rule limits scooter use to sidewalks, provides access to low income riders, and prohibits scooter use for those under the age of 18.

In their meeting last night, the city council considered 10 amendments. One would prohibit scooters on sidewalks, but allow them on the B-Line Trail.

Another amendment sets a 600-scooter limit, for the entire city. Each scooter company would only be allowed to deploy 200 scooters. There are currently more than 550 scooters in operation in Bloomington from two companies, Lime and Bird. A third scooter company, Spin Scooters, is set to move in soon, and the city is in talks with a fourth.

The City Council postponed formally approving the majority of the amendments, to their May 1 session.
