Bloomington City Council

At the Bloomington City Council meeting on May 10th, Development Services Manager Jacki Scanlan gave an update on Accessory Dwelling Units and Plexes.

Council Member Steve Volan asked if the regulations are too restrictive, and if that is why they have not had a lot of requests. Scanlan responded.

Council Member Matt Flaherty asked a follow up question on what is stopping people from building A-D-Us and duplexes. Scanlan said that the process might be stopping people before they get started.

Council Member Jim Sims asked Scanlan if having the approval process be a by-right permitted use instead of a conditional use permit, would encourage more residents to consider A-D-Us and plexes.. Scanlan agreed that they would probably see more requests if the ordinance was instead a by-right permitted use.

Flaherty said that he is interested in changing the regulations after seeing that the concerns city residents’ had did not come to fruition, and asked Scanlan if she thinks that it would be reasonable to loosen the regulations to enable the building of more accessory dwelling units and plexes.

Then, Council Member Dave Rollo reintroduced an ordinance to amend the traffic calming and greenways program.

Assistant Director of Planning and Transportation Beth Rosenbarger offered some clarification on the traffic calming and greenways processes.

The council voted 4-5 in opposition to the ordinance. The next Bloomington City Council meeting will take place on May 17th.
