The Bloomington City Council is considering legislation regulating scooter use in the city. The proposed ordinance regulates licensing, outlines requirements for scooter parking, condition and use, and sets fees. Scooter companies Bird and Lime already operate more than 500 scooters in Bloomington. A third company, Spin Scooters, is working with the city to bring even more scooters to town. The …
