Five Indiana counties have established syringe-exchange programs, also known as SEPs, following a change in Indiana law last year. The Medical Licensing Board of Indiana voted last Thursday to adopt SB 246, a new rule for physicians who prescribe addictive pain medications to nonterminal patients.
