In the push towards hate crimes legislation in Indiana, the state’s Bias Crimes legislation is often ignored, according to John Clower. He said Indiana’s Bias Crimes Law is largely unfollowed or even ignored by law enforcement throughout the state, who are required to report biased-motivated crimes.
