Congress is considering a recommendation by the Trump administration that would allow for the deployment of ‘strategic’ nuclear weapons.
Secretary of Defense James Mattis argued the smaller warheads could be deployed on submarine-launched ballistic missiles, allowing for the U.S. to deploy a ‘proportional response’ to the use of nuclear weapons by other countries, namely Russia.
