Brief abstract: In the aftermath of Typhoon Morakot in 2009, the Taiwanese Central Government, aided by a large NGO, established widely unpopular top-down reconstruction agendas. Morakot-impacted communities responded differently to these agendas. Through a comparative study of three low-SES aboriginal villages, we ask: Why did some Morakot-impacted communities succeed – while most failed – to consolidate and implement their grassroots reconstruction visions vis-à-vis top-down agendas? Informed by theories of social capital and based upon 48 in-depth interviews, our analysis shows how different sets of social ties interacted to empower or disempower communal visions of reconstruction. By focusing on how social capital functioned as both a mechanism of domination and a mechanism of partnership-building, our study provides a robust account for alternative paths of post-disaster recovery that are unique to Taiwan but also bear significant implications for other contexts.

Get in the mood for Mardi Gras with a visit to the final reception of “We Paint … the Blues!” The show is a mixed-media exhibit inspired by blues music from New Orleans. See the blues represented by artists in a variety of ways ranging from portraits of musicians to the use of the color blue.
The show will be part of Bloomington’s First Friday Gallery Walk on March 1. It opened Feb.1 and runs through March 28. Hours for viewing at The Vault at Gallery Mortgage are Monday-Friday, 9 a.m.-5 p.m., and First Friday, 9 a.m.-8 p.m.
“We Paint … the Blues!” was created to support LIFEDesigns’ Week of Chocolate. Proceeds benefit LIFEDesigns and the Bloomington Watercolor Society.

Stories of Peace is an annual co-curricular program that partners students from The Media School with local nonprofit organizations to tell positive stories from the Bloomington community. The project kicked off on Martin Luther King Jr. Day with an opening reception at the Buskirk-Chumley Theater. The public screening on March 1 serves as a closing reception for the project. Students will screen the video projects they completed with this year’s nonprofit organizations:

Pictura Gallery is pleased to present the work of photographer, Adam Reynolds. Reynold’s projects “No Lone Zone” and “Architecture of an Existential Threat” both examine expressions of military might and nuclear power, and our responses to those powers. The images journey underground, through bomb shelters, missile silos, and hidden rooms in Israel and the United States.

FAR Center for Contemporary Arts is proud to announce the premier of a new musical piece by Travis Puntarelli, All Ears: Meditations on the Gallery Walk. The work was inspired by Bloomington’s Gallery Walk, and includes field recordings from the streets and venues during a brisk October Gallery Walk and woven together with songs inspired by sights, sounds, and feelings of the town. Live performances begin at 6:30 at FAR.

A passionate love story between two people of different backgrounds and temperaments, who are fatefully mismatched and yet condemned to each other. Set against the background of the Cold War in the 1950s in Poland, Berlin, Yugoslavia, and Paris, the film depicts an impossible love story in impossible times. Directed by Polish-born filmmaker Pawlikowski (Ida, The Woman in the Fifth), the film won the Best Director award at the 2018 Cannes Film Festival. The public is invited to a League of Women Voters Legislative Update of 2019 on Saturday, March 2, from 9:30 to 11 a.m., in the Bloomington City Council Chambers in the Showers Building, 410 North Morton Street. State legislators representing Monroe County will discuss developments in the Indiana General Assembly session that opened on January 3, 2019. Following their opening comments, legislators will welcome questions and concerns from the audience. The updates offer residents an opportunity to gain a window into the actual work of governing, and an encouragement to take a more active role in following and voicing their opinions about bills making their way through the General Assembly.
The next League-sponsored Legislative Update will be held on April 6.
All updates are free and open to the public. They will be taped by Cable Access Television Services through the Monroe County Public Library and will be replayed by CATS on scheduled dates or on request throughout the current legislative session.

Also part of the festival will be a pancake breakfast at the Story Inn on both Saturday and Sunday mornings from 10 a.m. – 2 p.m (tickets will be available at the door only for the pancake breakfast). Other festivities include a four course maple inspired dinner and the Sweet Victory Challenge!

The Wylie House Museum’s Annual Heirloom Seed Sale will take place on Saturday, March 2nd from 10:00 am until 4:00 pm at the Morton C. Bradley, Jr. Education Center located at 317 E. 2nd St in Bloomington, just northeast of Wylie House Museum. Over 70 varieties of heirloom flowers, herbs and vegetables grown without the use of chemical fertilizers or pesticides will be available for purchase during the event. In addition, there will be 50 varieties of Seed Saver Exchange seeds for sale, and the Wylie House Seed Library will be open to sign new members up and to check out packs of open-pollinated seeds for planting during the 2019 growing season.
Come explore a multitude of materials through the creation of art!
This free event is open to all and geared towards young children and their families.
Activities will include creating sand art, ice sculptures, collage, paper-making, wire-hanger mobiles, toothpaste art, and much, much more!
Additionally, this year as a collaborative project, children are invited to decorate quilt squares which will be made into a banner in honor of our 50th birthday.

Ten years ago, a group of IU students founded the Raas Royalty, one of the most prestigious Indian dance competitions. Raas Royalty showcases eight collegiate Raas dance teams from across the country and allows them to compete for the crown! For the tenth year running, Raas Royalty is free of charge and continues to be the only free garba-raas competition in the United States. Raas Royalty invites you to learn more about Indian culture and to watch creative, energetic performances from the best teams across the country.
What is Garba-Raas?
Garba and Raas are traditional forms of dance originating in Gujarat, a region in India. Both are performed during Navratri, a nine-day celebration which celebrates the victory of good over evil. This form of devotional dance (Raas) uses sticks called ‘dandia’ and is partner-oriented to the beat of the dhol drum. In recent years, choreographed garba-raas has become increasingly popular at colleges and universities across the country as competitions provide the outlet to showcase the talent and creative spin put on a timeless tradition
