League of Women Voters Sponsors Talk on Redistricting in Indiana @ Meadowood Retirement Community, 2455 Tamarack Trail, Bloomington @ Meadowood Retirement Community
Feb 22 @ 4:00 pm – 5:00 pm

The public is invited to a program about changing the process of drawing up voting districts in Indiana, sponsored by the League of Women Voters of Bloomington-Monroe County. It will take place on Wednesday, February 22, from 4:00 to 5:00 p.m. in the Terrace Room at Meadowood Retirement Community, 2455 Tamarack Trail, in Bloomington. League President Kate Cruikshank will discuss redistricting in Indiana and entertain questions.

Voters regularly go to the polls to choose their public officials. Every ten years, upon completion of the national census, in the process of redistricting, officials in many states choose their voters. Historically in Indiana and a number of other states, redistricting has been done by the party that controls the state legislature. Often district lines are drawn so as to favor that party, either by placing voters of the opposing party into awkward districts in order to minimize the number of seats the opposition can win, or by dividing population centers dominated by the opposing party into multiple sections that are then joined to districts where the majority party prevails. This kind of redistricting distorts a process that was meant to produce relatively equal voting districts into a tool that can undercut democracy, as it seldom produces fairly-drawn, sensible districts with logical boundaries.

Partisan redistricting, also called “gerrymandering” after a salamander-shaped district drawn to favor Elbridge Gerry in the early days of the nation, often results in non-competitive races and consequently in low voter turnout. In gerrymandered districts there can be a lack of shared concerns among representatives and their constituents. Gerrymandering represents a powerful method of maintaining incumbency and political control, conducive to cronyism and corruption.

In 2016, a Special Interim Commission on Redistricting established by the Indiana State Legislature and led by Representative Jerry Torr was charged with proposing a method of redistricting that would involve citizen input. In the current legislative session, the Commission’s proposal was presented to the House by Representative Torr and Speaker Bosma as HB1014. In the Senate, Mike Delph put forward a somewhat similar bill, SB136. Both bills would allow legislators to appoint a majority of Redistricting Commission members, but many who have been following these proposals hope that an amendment might produce a bill that puts citizens in charge of an independent process. To follow HB1014 and to learn the names of legislators on the Senate Elections and Apportionment Committee and their contact information go to https://iga.in.gov/legislative/2017/committees/elections_and_apportionment_0500.

Artist Lecture by visiting artist Beili Liu, The I.U. Fine Arts Bldg.-room 15, 1201 E. 7th St., Bloomington, IN
Feb 22 @ 5:30 pm

After All (Mending the Sky) is a site-specific installation which will occupy the east wing of the Grunwald
Gallery as part of China Remixed: Arts and Humanities in Contemporary Chinese Culture. The global festival
is sponsored by the Indiana University Bloomington’s Arts and Humanities Council.
Emphasizing gentle movement, the energy and transformative properties of sunlight, and repeated organic
forms, After All (Mending the Sky) is comprised of suspended raw silk half domes. These domes or “stones”
have been imprinted upon using the cyanotype process to lend rich indigo tones to their forms. True to her
use of humble, yet metaphorically charged, materials, Beili Liu’s use of raw silk makes reference to the
tradition of cultivating silk in China where Liu was born. After All (Mending the Sky) poetically draws upon
the Chinese fable of Nüwa, goddess and creator of mankind. After a tear in the sky brings suffering and
calamity to her creations, Nüwa faces heroically difficult tasks to mend the tear, and return order to the
world.
This installation will be a continuation of the After All (Mending the Sky) project, previously installed at the
Hangzhou Triennial of Fiber Art during fall of last year.
Beili Liu is a visual artist who creates material-and-process-driven, site-responsive installations. Oftentimes
embodying transience, fragility, and the passage of time, Liu’s immersive installations are engaged with
multifaceted dichotomies: lightness contrasted with heft; fierceness countered by resilience; and chaos
balanced by quiet order. Working with commonplace materials and elements such as thread, scissors,
paper, stone, fire, and water, Liu manipulates their intrinsic qualities to extrapolate complex cultural
narratives. Janet Koplos spoke of Liu’s works as “materially simple but metaphorically rich” (Art in America
Review, April 2009).
Beili Liu’s work has been exhibited in Asia, Europe and across the United States. She has held solo
exhibitions at venues such as the Hå Gamle Prestegard, Norwegian National Art and Culture Center (2016,
2011), Hua Gallery, London, UK (2012), Galerie An Der Pinakothek Der Moderne, Munich, Germany (2011),
Elisabeth de Brabant Art Center, Shanghai (2009), and the Chinese Culture Foundation, San Francisco (2015,
2008). Liu’s work has been showcased in group exhibitions at the National Museum for Women in the Arts,
Washington, D.C. (2012), Hamburg Art Week, Germany (2012), the Kaunas Biennale, Lithuania (2011), and
the 23rd and 25th Miniartextil International Contemporary Fiber Art exhibitions in Como, Italy (2015, 2013),
among many others.
Liu’s work has received critical reviews from publications including Art in America, Saatchi Review, UK,
Helsinki Sanomat News, Finland, Morgenbladet, Norway, China Daily, Journal of Contemporary Chinese Art,
Hamburg Abendblatt, Vita (Life) Magazine, Italy, ArtSlant, The Huffington Post, New York Times, San
Francisco Examiner and LA Confidential.
Born in Jilin, China, Beili Liu now lives and works in Austin, Texas, USA. Liu received her MFA from the
University of Michigan, Ann Arbor, and is an Associate Professor of Art at the University of Texas at Austin.
The installation is part of China Remixed: Arts and Humanities in Contemporary Chinese Culture, the first of
an annual Global Arts and Humanities Festival, sponsored by Indiana University Bloomington’s Arts and
Humanities Council. Further assistance comes from the Studio Art Department in the School of Art and
Design in the College of Arts and Sciences and the Grunwald Gallery at Indiana University.

Diaper-Free Baby! (PWYC Elimination Communication Class) @ Jefferson St. Music Studio, 2051 W. Vernal Pike, Bloomington @ Jefferson St. Music Studio
Feb 23 @ 6:00 pm – 8:00 pm

“Elimination communication” is a new term for the ancient practice of infant potty training that has been utilized by cultures around the world for most of human history. Elimination communication can begin at any age and is surprisingly simple to learn and use. It is based on the fact that your baby is born with control of his/her sphincter muscles, an awareness of elimination needs, and the ability to communicate those needs to caregiver(s). All that is required to get diapers out of your life (and gain amazing benefits, too!) is a willingness to learn your baby’s elimination cues and work together to meet elimination needs.
Learn from a mom and baby in this fun workshop! Childcare for older kids provided. All caregivers or future caregivers of babies welcome!

Feb 23 @ 6:00 pm – 8:00 pm

Join Dale Weigel from the White River RC&D Forestry Committee on Thursday, February 23 and Saturday, February 25 to hone your skills in identifying trees in winter. People are encouraged to attend both sessions of the workshop but if someone is only able to attend one session, they will still get value from the class.

Thursday’s session will be from 6:00 to 8:00 p.m. and will be held at the Spring Mill State Park Nature Center, east of Mitchell, IN. Saturday’s session will also be held at Spring Mill State Park. Participants will meet in the Nature Center parking lot at 9:00 a.m. The Saturday session should last until about noon.

Weigel explains that in Thursday’s session he will go over ways to easily tell trees apart without their leaves. As a forester with over 35 years of experience Weigel has learned many tricks to identify trees. He will bring twig samples for people to examine the buds and twigs of common trees to compare different species.

On Saturday, Weigel will take people on a foray through the woods identifying trees and showing people the differences in bark, twigs, nuts, and other characteristics. If people are unable to make the Thursday session, they are still welcome to attend on Saturday.

The cost of the workshop is $5 and pre-registration would be appreciated so we have enough handouts available. Refreshments will be provided at both sessions. Please call Teena Ligman at 812-276-4757 or email [email protected] for more information or to register for the workshop.

Opening Reception for artist Sharon Spillar: Shiny and New, The Venue Fine Art & Gifts, 114 S. Grant, Bloomington, IN
Feb 24 @ 6:00 pm

In mid-January, in Miami,  Florida, at The National Art Show on the campus of the University of Florida, we first saw the paintings of Sharon Spillar. We seized as many as we could in the moment, and look forward to having enough for a full show, in the not to distant future. In the meantime, we are so excited about what we have that we can’t resist putting them on our walls.
Sharon, whose studio is in St Louis, creates paintings are abstract, vivid, and dynamic. She coats all of them with a thick layer of UV protectant infused high gloss resin, which adds an unusual and engaging dimension.
Sharon currently has a show at the Washington University Medical School in St. Louis.

Peter Grimes, The Musical Arts Center, (MAC) 101 N. Jordan Ave., Bloomington, IN @ Musical Arts Center
Feb 24 @ 7:30 pm

Peter Grimes—the abused and abusive fisherman, a tortured soul living in a tightknit coastal community where he’ll always be an outsider, and where contentment is always out of reach. Did he murder his two young apprentices who helped him in his dangerous work? The truth is irrelevant because the village gossips will have their way, insidiously driving him to a dark place of madness that offers only one way out. Electrifying drama blends seamlessly with the endlessly evocative score—one that vibrates with the tensions of a claustrophobic society and captures the essence of the sea in all its magnificence and fearsome power. With its massive choral forces, Peter Grimes is an overwhelming emotional experience for audiences and one of the great music dramas of all time.

Lick Creek Band will be returning to the Mitchell Opera House on February 25th at 7pm. The Lick Creek Band plays a unique brand of “Eclectic Acoustic Music.” Tight vocal harmony is the most distinctive feature of the group. They have performed in hundreds of venues throughout Indiana, Kentucky and Ohio. Blending guitar and bass, Lick Creek affectionately renders rock, pop, jazz, and original music into their back porch tuneful stylings. Regardless of the genre, you’ll still hear the sweetness of informal back porch jam sessions combined with tight vocal harmony & the musical connection shared by good friends.

Peter Grimes, The Musical Arts Center, (MAC) 101 N. Jordan Ave., Bloomington, IN @ Musical Arts Center
Feb 25 @ 7:30 pm

A Red Carpet Affair – The Oscars on the Big Screen @ The Buskirk-Chumley Theater, 114 E Kirkwood Ave, Bloomington @ Buskirk-Chumley Theater
Feb 26 @ 6:30 pm

The Buskirk-Chumley Theater (BCT) is pleased to announce its fourth annual celebration of film on Sunday, February 26th. A Red Carpet Affair includes a regional short film competition, the official red carpet coverage, and the Academy Awards ceremony on the big screen.

Tickets are $20 ($25 on the day of the event) and can be purchased at buskirkchumley.org, 114 E Kirkwood Ave. or 812-323-3020.

Ticket purchases support film programming at the BCT and include a buffet of savory and sweet items and a complimentary beer or wine. Attendees also have the opportunity to wear their best red carpet attire, enjoy commentary by emcee Annie Corrigan, and visit the lobby photo booth.

This annual event celebrates the Buskirk-Chumley Theater’s inception as a silent movie house, its long life as a home for “talkies,” and our current classic film programming. Many BCT patrons share their memories of films at the Indiana Theatre (the BCT’s earlier incarnation) with us and we’re pleased to continue making memories for the community that include local films as well as Hollywood blockbusters.

Funds raised by this event support film programming at the BCT, including the Movie Partner Program, which allows local promoters, of all experience levels, to offer film programming on Sundays without paying the usual rental fee. Although some small fees still apply, we honor our legacy as a movie theater by ensuring that the process of presenting this type of program is as accessible as possible.

A Red Carpet Affair Timeline
6pm: regional short film competition
7pm: red carpet coverage begins
8:30pm: Academy Awards ceremony begins

Short Film Competition
The audience will have a chance to vote for their favorite short film in this regional competition. Films are no longer than five minutes and feature the culture, landscape, or lifestyle of the Midwest. Films are curated by a panel of local judges, including Danielle McClelland, executive director of the BCT, and John Vickers, director of the Indiana University Cinema.

Filmmakers, professional and amateur, can submit films through February 5th. The winning film, as determined by the judges, will receive a rent-free use of the theater for a film-based event. Submission should be made at: https://filmfreeway.com/festival/RedCarpetShortFilmCompetition

Academy Awards
The awards ceremony begins at 8:30 (with the red carpet coverage beginning at 7pm) and will end when the last statuette is awarded.

Patten Lecture: “Taking Risks: Oil Frontiers and the Accumulation of Insecurity”, Franklin Hall-Presidents Hall, 601 E Kirkwood Ave., Bloomington, IN
Feb 28 @ 7:30 pm – 9:00 pm

Oil frontiers are the social spaces associated with the exploration and development of one of the most global and strategically important resource sectors of contemporary capitalism: oil and gas fields. Through an examination of two oil frontiers – one in the Global South (Nigeria) and the other in the Global North (the Gulf of Mexico and the US outer continental shelf) – this lecture explores the particular qualities of frontiers in general, and why oil frontiers arise in conditions in which questions of authority, the rule of law and governance conspire to produce what I call the accumulation of insecurity.  These oil frontiers were both marked by risks and forms of precariousness which culminated in profound crises: in one case, an environmental disaster (the blowout and sinking of the Deepwater Horizon in 2010), and in the other, the rise of an insurgency (in the Niger delta in 2005). Through a comparative examination of the dynamics of these two resource frontiers, I demonstrate how a geographical perspective can shed light on the shifting landscape of risk and precarity within neoliberal capitalism.

Patten Lecture: “Forty Years After: Reflections on Food, Famine and Hunger in the West African Sahel”, Franklin Hall-Presidents Hall, 601 E Kirkwood Ave., Bloomington, IN
Mar 2 @ 7:30 pm – 9:00 pm

Almost a half century ago, the West African Sahel – stretching from Senegal in the west to the Horn of Africa in the east – experienced a raft of massive food crises in which millions of people died from hunger and disease.  Situated on this larger canvas, during the mid-1970s, I tried to understand the relations between drought-prone regions and the onset and dynamics of famine through an historical and local village study in northern Nigeria.  The book which emerged from that research – Silent Violence – was published in 1983 but was reprinted in 2014 against the backdrop of recurrent and widespread hunger and food insecurity in the region.  In 2016, some 4 million people were again confronting famine-like conditions in the northeast of Nigeria alone.  In this lecture, I revisit Silent Violence as a way of exploring why hunger and famine have proved so durable and resistant in semi-arid West Africa. Currently, the region is caught between the challenges of global climate change and new threats associated with terrorism, illicit economies, and so-called “fragile and conflicted states.”  Most striking of all is the rise of a new and widely influential development discourse and form of analysis – resilience theory – which purports to offer new insight on vulnerability and food insecurity, and offers sets of practices to build resilient communities, households, and individuals: to make farmers and pastoralist drought- and famine-proof.  By revisiting the critical analyses of famine that emerged in the 1980s, I offer an assessment of these contemporary approaches to food security in the Sahel and consider whether they are capable of resolving the serial food crises and the recurrent famine-proneness of the region.
