Last week, the Indiana Senate passed a bill making major changes to how the state punishes people convicted of crimes. Proponents of the bill say it brings uniformity to a set of laws that have been patched together over the past four decades. But some say the bill fails to accomplish what its designers set out to do, which is stem the trend toward overcrowding in the state’s prison system.
