Indiana senator Richard Lugar lost to his republican challenger Richard Mourdock in the spring primary, ending his forty years of service to the state of Indiana. As the senate seat exchanges hands, there may be reciprocal changes, including the Nunn Lugar Cooperative – a program with the Russian government that Lugar began in 1991. WFHB Correspondent spoke with IU Mauer School of Law professor David Fidler about the politics behind the program, for this WFHB feature exclusive.
