Media reports that the new city budget “sailed” through its first review aren’t exactly accurate, at least not if you were watching the July 23 final session. That budget review focused on the Public Works budget, which includes the budget for city sanitation services. The sanitation budget was the ONLY budget to NOT get preliminary approval by the city council. Four councilmembers voted to approve it, but five passed, meaning a majority of the council did not approve. This might have something to do with councilman Steve Volan’s comprehensive review of the fees we pay for trash hauling and recycling. Currently Bloomington pays Hoosier Disposal for both trash and recycling, and Hoosier then sells the recycling for their own profit. Volan says we could contract with another trash service for trash hauling and for recycling he proposes creating a local facility where we could package our own recycling and sell it on the market ourselves. Volan’s proposal prompted a prickly response from Mayor Mark Kruzan on the council floor in this WFHB radio exclusive.
