Indiana University professor Nazif Shahrani was born and raised in Afghanistan. He has just returned from a visit to his homeland with new insight into U.S. policy there. In light of post-election developments in Afghanistan and the announcement by President Obama of a major U.S. troop escalation in Afghanistan, he wonders if it is possible to hold free and fair elections under the new constitutional structure in post-Taliban Afghanistan and whether the new U.S. strategy of a military and civilian surge will work.
