Yesterday the House Elections and Apportionment committee decided not to vote on House Bill 1311, which presumes that students paying out-of-state tuition are not residents, and would make them ineligible to vote. District 60 Representative Peggy Mayfield authored the bill, but was questioned by other committee members who believe the bill to be unconstitutional.Their discussion here, in today’s Daily Local News feature report.
