In August, the Monroe County Health Department declared a health emergency over the increase in Hepatitis C infections in the county. This official declaration allowed the department to apply to the Indiana State Commissioner of Health for approval to set up a needle exchange program, which would allow I.V. drug users to safely and legally exchange used needles for unused ones. Assistant News Director David Murphy spoke with Grove-Paul about this outbreak in Monroe County and across the state.
