A report compiled by graduate students at IU’s school of Public and environmental affairs examines Bloomington’s “Payment in Lieu of Taxes Agreement” with about 100 businesses in the west side area. City officials Danise Alano-Martin, Tom Micuda, Margie Rice and Mike Trexler all helped with gathering the data for the analysis, which was presented last week in city hall council chambers. Professor Barry Rubin, who oversaw the project spoke with WFHB correspondent Wes Martin about their findings, for this WFHB feature exclusive.
